Set the oven to 350°F and let it heat up.

On medium-high heat, cook the beef along with onions and bell peppers in a large skillet. Stir often until the beef browns and veggies soften up. Drain off any extra grease.

Add Worcestershire sauce, cream cheese, and a sprinkle of salt and pepper to the skillet. Keep mixing until the cheese is completely melted and it's all blended.

Spread the shredded Monterey Jack cheese into 8 even piles on a baking sheet covered with parchment paper. Bake for 8–10 minutes or until the edges are golden and crispy.

Let the cheese circles cool for just a couple of minutes until bendable. Spread some filling onto each circle. Roll up the cheese around the filling and let it cool to firm up before digging in.
